is a U.S. territory comprised of 4 small Caribbean islands and 103,000 residents combined. Residents are U.S. citizens and pay federal taxes.  While subject to U.S. federal law, residents do not have the privilege to vote in federal elections. Their representation in Congress is an elected, non-voting delegate. 

St. Thomas, St. Croix, St. John, Water Island

Two CAT 5 Hurricanes, Irma and Maria, hit the islands within two weeks of each other in September 2017 leaving widespread devastation. Hospitals, clinics, and schools were decimated or crippled.  


To put the damage in context, WAPA, the islands utility company, stated that approximately 98% of the power infrastructure was destroyed.  WAPA's dedicated lineman, with the aid of an estimated 1000 off-island lineman, have worked diligently to restore power. Many residents have not had their power restored in the 100+ days since the storms.
